McKinney City Council confirms new board memberships and designates TIRZ chairs

The McKinney City Council on Monday confirmed mayor and council appointments to several city boards and commissions created under the city’s rules and the TIRZ bylaws.
City staff presented three related resolution items to confirm Mayor Bill Cox and Councilmember Ernest Lynch as members of Tax Increment Reinvestment Zone (TIRZ) No. 1 and No. 2 boards and to appoint council representatives to the McKinney Public Facility Corporation board of directors. The council adopted the resolutions by voice vote.
For TIRZ No. 1, Councilman Cloutier nominated Councilman Franklin as chair for the remainder of 2025; the council approved the nomination. For TIRZ No. 2, Cloutier nominated Councilmember Beller as chair and the council approved that designation. The council likewise approved the appointments of Mayor Cox and Councilmember Lynch to the McKinney Public Facility Corporation board; staff noted no officer appointments were required at this time.
City staff said TIRZ bylaws require council confirmation by resolution for appointment changes and that the TIRZ boards appoint officers as specified in their bylaws. No formal opposition or amendments were recorded during the votes.
