The Tracy City Council introduced an ordinance on June 17 to amend the Industrial Areas Specific Plan (ISP) to change the land‑use designation of three parcels totaling about 9.26 acres from Limited Industrial to Village Center. The parcels are located north of Valpico Road and east of Tracy Boulevard (Assessor Parcel Numbers: 246‑130‑25, 246‑130‑15, 246‑130‑20), application SPA24‑0002.
Planning staff presented the item and said the General Plan had previously designated the site as Village Center in 2006; the ISP was not updated for three parcels in the original 2007 amendment and this request corrects that inconsistency. The project site sits adjacent to the existing Red Maple Village shopping center, which already carries the Village Center designation. Staff and the Planning Commission recommended approval.
Red Maple Village LP, the applicant, was represented by land use counsel Brett Jolly who expressed support for staff’s recommendation and said the amendment aligns the ISP with the General Plan and allows the applicant to move forward with planning for development consistent with the adjacent shopping center.
Following public comment (none opposed), the council requested the city clerk read the title of the proposed ordinance. The council voted unanimously to waive reading and introduce the ordinance.
Why it matters: The amendment makes the ISP consistent with the General Plan for an area contiguous with an existing shopping center. If adopted, it would allow future commercial/village center development on the three parcels.
Next steps: The ordinance was introduced (first reading waived) and will return for second reading and adoption consistent with normal municipal ordinance procedures.
