Uintah County reinstates driveway-width table, approves winter road exemption and waives $100 5K fee

Vernal, Utah — The Uintah County Commission on June 12 approved two amendments to the county code affecting driveway specifications and winter encroachments on moratorium roads, approved warrants totaling $973,394.38 including a $700,000 annual payment to the convention center, and granted a $100 temporary-event fee waiver for Special Service District 1’s annual 5K run.
The driveway-width amendment (ordinance 06-11-2025-01) restores a table that had been removed from appendix B of Title 12, returning previously established minimum driveway widths. County staff presenter Jared Kaufman said the change “is just reinstating the previous found table” after the table was omitted from the code. The commission approved the ordinance by voice vote; the ordinance will take effect 15 days after adoption.
Commissioners also approved ordinance 06-11-2025-02, an amendment to appendix D of Title 12 that adds a wintertime exemption process for moratorium roads. The amendment requires that any winter exemption receive prior approval from the county road encroachment officer and specifies that excavation repairs related to winter work must be completed and accepted in writing the following summer. The commission adopted the change by voice vote; it will take effect 15 days after adoption.
Deputy Clerk–Auditor Margey Schull presented warrants totaling $973,394.38, which included one large payment of $700,000 described as the annual convention-center payment funded from sales tax revenue. The commission approved the warrants by voice vote.
Deanna Nyberg of Community Development asked the commission to waive the $100 temporary-event fee for Special Service District 1’s annual 5K, held in conjunction with the Dinosaur Land Freedom Fest. Nyberg told commissioners the race’s expenses (shirts, medals, awards and staffing) consume the event’s receipts, the race is run with no profit and waiving the fee helps keep participation costs low. The commission voted to waive the $100 fee by voice vote.
The commission also announced board-assignment changes: Commissioner Lafever will take over representation on the SSD1 board, Commissioner Norton will take over northeastern mental-health representation, and the presiding official said they will take over the health special service district role for the remainder of the year.
The agenda item awarding requests for qualifications was tabled and not heard at the meeting. There were no public comments recorded prior to adjournment.
