Board approves use variance to recognize two-family use at McCarron property

The Glens Falls City Zoning Board of Appeals on June 16 granted a use variance to recognize a two-family use at a property owned by Allen McCarron (agenda item 25-00002), allowing the owner to apply for building permits tied to that use.
McCarron told the board he purchased the property as a two-family home and said records and longtime neighbors indicate the building has functioned as a two-family dwelling for decades. He said the house is more than 60 years old and will require repairs such as roof replacement and window work.
The board conducted the environmental-review process on the application, completed the Part 2 environmental assessment form and issued a negative declaration under the State Environmental Quality Review Act (SEQRA). The board found the change to the documented use would not cause significant adverse environmental impacts.
Board members discussed construction and fire-safety measures that would be required during permit review, including potential fire-rating or separation between units. Devin Roselle, zoning planning coordinator, and staff said that any building permits and code compliance issues would be handled by the building and codes department after the variance is recorded.
A motion to grant the use variance passed; the board directed the owner to file approved documentation with the city and to follow building-code requirements when applying for permits.
