Saint Marys council adopts ordinance updating property maintenance code

City officials said the ordinance replaces outdated references to predecessor building-code organizations and aligns local rules with the State-adopted International Code Council (ICC) standards. A code official told the council the former three code organizations merged into the ICC and that the State adopted the ICC framework under Act 45 of 1999.
Council members asked questions about differences between the local ordinance and the Statewide Building Code. A speaker identified as a code official said the substantive building-code requirements are covered by the Statewide Building Code and that the changes in Ordinance 110 mainly remove obsolete language and update the property maintenance code to a current edition.
The motion to adopt Ordinance 110 was made and seconded; council members voted in favor and the ordinance was enacted.
The ordinance amends Chapter 5 of the municipal code by repealing parts no longer in force and updating part 4 to the 2021 International Property Maintenance Code, officials said. The council did not specify any amendments to the proposed text during the meeting.
The updated code will apply to property maintenance enforcement moving forward; city staff said the change is intended to bring municipal language in line with current statewide and ICC standards.
