EDTA approves one-year renewal of Main Street MOU to support downtown revitalization

The Pryor Creek Economic Development Trust Authority on June 16 approved a one-year renewal of a memorandum of understanding with Main Street to continue downtown revitalization activities including a mobile “time frame” walkability app, facade support and coordination of streetscape Phase 1 management.

The MOU covers the period from July 1, 2025, through June 30, 2026, and is structured to provide $60,000 of support (described in the meeting as $5,000 per mile for 20 stops) under existing fund allocations in EDTA accounts. The authority’s chair said the funding is available in EDTA’s budget and would allow Main Street to continue program and facade activities without submitting invoices to the city for each payment.

Bridget, a Main Street representative, described how the updated MOU creates clearer deliverables and reporting. “Instead of a monthly report, there will be a written quarterly report that which it provides along with the the monthly updates,” she said. She demonstrated a placard and sidewalk “spot” that will include a QR code linking to the Main Street website and the time frame information, and said the app includes photos and an audio voiceover narrative. “It’s for marketing purposes. It’s for promotion. It’s for helping with the walkability and the identification of the app,” Bridget said.

Trustees said they wanted measurable return on investment. One trustee said, “People wanna Agree. They wanna see something with their eyes,” and stressed that visible, on-street changes make it easier to show progress.

The MOU also assigns Main Street a management role for streetscape Phase 1 coordination between the city and the Missouri Department of Transportation (referred to in the discussion as ODOT due to regulatory timelines). Bridget said permits and right-of-way approvals affect the schedule: the MOU notes a six-month window from 100% plan approval to potential groundbreaking under state transportation timelines.

Action: A motion to approve the one-year MOU renewal passed with an oral vote in which Moore, Miller, Anderson, Swordall and Derek voted yes.
