Council approves North Cedar Heights area reconstruction phase 3 and property easement acquisitions

Cedar Falls City Council on Monday approved a public improvement project for the North Cedar Heights area reconstruction — Phase 3 — and authorized staff to acquire needed private property interests to complete the work.

Project manager David Wiecky told the council Phase 3 covers Oakland Avenue, Picturesque Drive and portions of Greenwood Avenue. The work includes full‑depth pavement reconstruction, curb and gutter replacement, and installation or replacement of storm sewer, water main and sanitary sewer. The city will request temporary and permanent easements from 24 property owners as part of the work.

Resident Doug Vernier of 1600 Picturesque Drive expressed concern about access during construction. Vernier said the street sits amid steep ravines and that walking through mud and construction could be very difficult for some neighbors. He asked the council what provisions would be made for residents during the months of active construction.

Wiecky replied that many of the easements are temporary access easements and that the city intends to maintain walking access for residents; staff said the access would not be vehicle access but a maintained walkway (gravel or similar) to allow residents to reach properties during construction. Councilors said previous phases included similar accommodations and staff committed to continuing resident coordination.

Councilors unanimously approved the resolution authorizing the public improvement project and acquisition of property rights. The council asked staff to keep residents informed and to consider final walkway surfacing as plans are finalized.

The project is a continuation of prior neighborhood reconstruction phases; final design and construction sequencing will be coordinated with affected property owners, and easement documents will be prepared for council approval as required.
