Board approves multiple vehicle purchases for county departments; leasing option discussion deferred

Public works manager Tony Hines described multiple procurement recommendations and low‑bid comparisons, and the board approved the following purchases by separate motions and voice votes: - Two 3/4‑ton, 4x4 long‑bed trucks for the roads department at $49,937.11 each (motion approved by voice vote). - Two 3/4‑ton, 4x4 service‑box trucks for facilities at $59,922.47 each from Courtesy Chevrolet (motion approved by voice vote). - One 1½‑ton 4x4 extended cab truck for Animal Control for $47,774.40 from Kimpton Chevrolet (motion approved by voice vote). - One electric six‑seat shuttle vehicle for the fairgrounds for $15,420.11 from Action Sports (motion approved by voice vote).
A request to purchase a UTV for facilities and parks was presented with a recommended vendor (Cochise Motorsports); the board motioned to purchase a UTV not to exceed the budgeted amount and approved that motion by voice vote. The board tabled purchase of a longer equipment trailer for the roads department to solicit additional quotes; supervisors moved to table the item and the motion passed.
Separately, staff presented cost comparisons and lease proposals for several sheriff’s and fleet vehicles, including a Bancorp lease option that appeared materially less expensive on headline numbers but would obligate the county to a five‑year lease with interest. County staff and board members discussed tradeoffs: Bancorp’s pricing included dealer/upfitter packages and annual payments but staff later confirmed Bancorp would not allow an immediate buyout that eliminates interest; Bancorp confirmed they structure the agreements as leases. Board members expressed interest in pursuing dealer/upfitter pricing directly if the county could obtain comparable numbers without long‑term lease interest and in avoiding lengthy upfitting delays.
Tony Hines said he would contact dealers and upfitters to seek comparable purchase pricing and bring back additional information; the board agreed to table lease/upfitting decisions until that follow‑up is complete. Several vehicle purchases approved at the meeting were funded from budgeted vehicle lines in the fiscal plan, and county staff said the purchases would proceed under the recommended vendors while the larger fleet‑leasing decision remained pending.
Votes were recorded by voice and the motions passed by unanimous “aye” responses at the meeting; the board did not name individual vote positions in the public record.
