Board asks planning director to schedule joint study session to advance 20-year comprehensive plan

Alderman Glick requested that Samuel Luthy, director of planning and development, schedule a joint study session within 30 days that would include the Community Plan Development Committee (CPDC), the Planning Commission and the Board of Mayor and Aldermen to review recommendations for a 20-year comprehensive plan.

Luthy said the committee had worked for more than two years to modernize the city’s plan and that the draft (referred to in the meeting as the proposed 2045 plan if completed in 2025) had been submitted to the planning commission and the board. He said he would finalize some last revisions and would circulate the plan at least a week — ideally two — before the proposed study session.

Board members said they expect the meeting to be a working session rather than a rubber stamp and asked for materials to review in advance. The motion to request scheduling passed 7-0.

Why it matters: The comprehensive plan shapes land-use policy, capital investments and long-term growth strategies. The joint study session is a procedural step to allow the planning commission, CPDC and the board to reconcile recommendations before any formal adoption vote.

What comes next: Staff will send out final revisions and schedule the study session; the planning commission is expected to review and make a recommendation to the board after the joint meeting. Final adoption would occur only after the planning commission’s recommendation and the board’s public readings.
