Council and staff used the opening portion of Tuesday’s meeting to honor deputy city administrator and public works director Mark Rigos on his last meeting after more than a decade with the city.
Mayor Mary Miller read a proclamation citing Rigos’s service since 2014 and listed city infrastructure projects completed under his leadership, including wastewater treatment plant improvements, downtown plaza construction, multiple roundabouts, park improvements and water-main replacements. Rigos said he attended nearly 500 council meetings during his time with the city and highlighted both visible projects—sidewalks, roads and parks—and unseen underground improvements such as water mains, sewer pipes and drainage vaults.
“Now we are building a $10,000,000 sewer system on the opposite side of the river,” Rigos said in prepared remarks, adding his pride in the public works team and the projects completed with council support. Colleagues praised Rigos for technical knowledge, steady leadership in storms and for attention to community communications.
Multiple council members offered personal remarks, calling Rigos a mentor, a ‘‘consummate professional’’ and a tireless advocate for the city. Council members noted his role in winter storm response, utility interties and development oversight, and emphasized that Rigos prepared a strong team for succession.
Rigos’s departure was followed by a standing round of thanks and photos; council then moved into the evening’s regular agenda.
