Council approves employment agreement for Tom Moore as North Bend public works director

City Administrator Emery and other staff described Moore as an experienced public- and private-sector professional who has worked closely with outgoing public works director Mark Rigos. Emery told the council she was "honored to bring this agenda bill forward" and praised Moore’s experience and familiarity with city projects.
Councilmember Gotthalf moved to approve AB25-100; the motion was seconded by Councilmember Brendan Ellwood and passed unanimously.
Councilmembers said the promotion provides continuity for ongoing capital projects and thanked the public works team for their work. No start date or salary details were read into the public record during the meeting; the motion authorized the mayor to execute an agreement in a form approved by the city attorney.
City staff indicated recruitment and transition work will follow the council’s authorization.
