Council authorizes RPU to enter power purchase agreement for Adams wind project

The Rochester City Council authorized the city, acting through Rochester Public Utilities (RPU), to enter into a power purchase agreement (PPA) for the 22-megawatt Adams Wind Project, a repowering of an existing wind facility that RPU staff said will supply roughly 50,000 MWh per year to the utility.
Bill Bledock, RPU director of power resources, described the PPA as the first step in the utility's power resource plan to reach its 100% renewable goal. He said the Adams project is an existing facility being repowered, which reduced development risk and cost relative to greenfield projects, and that the contract timing lets RPU take advantage of federal tax credits and build a REC balance that can be banked for compliance through 2030.
Bledock explained RPU's capacity picture across seasons and that this wind purchase is one element in a portfolio that also includes dispatchable generation, battery storage and demand response to cover peak capacity needs. He said the Adams project provides a price hedge when market prices rise and noted that the project will be sold into the market when RPU does not need the physical output in the near term; the long-term contract commits the utility to buy the project's output.
Council members discussed whether RPU would own generation or use PPAs; staff clarified that the Adams PPA is a purchase of output from an owner-operator rather than a utility ownership project. Council members asked about reliability, rate impacts and how this differs from RPU's previous participation in capacity ownership (Simpa/Sherco); staff said this PPA is a hedging and supply diversification strategy and that future projects will be brought forward for additional contracts.
Council member Keane moved the resolution authorizing RPU to enter the agreement; Council member Miller seconded. The council adopted the resolution by voice vote. Staff said additional wind contracts (Dodge Center and North Hills) were under negotiation and may supply a larger portion of RPU's overall power needs in coming years.
