North Bend updates school impact fees; single-family rate rises, multifamily unchanged

The North Bend City Council adopted an ordinance Tuesday updating school impact fees that the city collects at building permit issuance and passes to the school district.
City staff reported that the school district’s capital facilities plan sets the fees and that the district’s review led to the proposed rates for 2026. Under the ordinance the multifamily unit rate remains at roughly $6,170 per unit while the single-family rate rose to about $13,126 per unit. The ordinance also reclassified small cottages (up to 1,200 square feet) to be charged at the multifamily rate to simplify categories.
Assistant Superintendent Ryan Stokes of the school district was present and answered questions about the district’s capital planning. Staff emphasized that impact fees support facilities needed for population growth.
Councilmember Brandon Ellwood moved to approve AB25-095 as a first and final reading; Councilmember Gotthel seconded the motion and it passed unanimously. Council members described the measure as a routine, annual housekeeping update tied to the district’s capital facilities plan.
