Paris — The Paris City Council voted unanimously Monday to adopt the city budget for the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026.
The council approved an ordinance adopting the proposed budget after the required public hearing on the proposed budget and a separate public hearing on the city’s proposed tax rate were opened and closed with no speakers. City staff had filed the budget with the city clerk on July 28 and posted the proposal on the city website as required by the charter and state law.
City staff told the council the budget ordinance before them summarizes revenues and expenses across all city funds and departments and provides for transfers from the water and sewer fund to related interest-and-sinking (I&S) funds. After brief remarks and no substantive public comment at the hearings, Councilmember Ellis moved adoption and Councilmember Putnam seconded the motion.
Council members voted aye and the motion carried, 5-0. No amendments were offered on the council floor.
Background: Staff said the public hearings satisfy requirements in the city charter and in Texas law; the budget ordinance was the formal action required to adopt the spending plan for fiscal 2025–26. The council did not identify any further follow-up actions during the meeting.
