Measures approved included: an ordinance creating a waiver process for property encroachments into public right-of-way; authorization to dispose of surplus public-works property; awarding a professional‑services proposal for the 2025 road program to Christopher Burke Engineering (funding noted in the FY2026 budget); a special‑use permit to operate a daycare at 2730 Sheridan Road; approval of the tabulation of bids for sale of real estate at 1225? Seventh Street; and the addition of class C and C‑1 retail liquor licenses for a new Taurus Market at 41 Sheridan Road (the Piggly Wiggly location under new ownership).
On the encroachment ordinance, City Attorney Eric Stack told the council the code previously had no waiver process and that the ordinance creates a waiver mechanism needed for a pending property transfer where the new owner requires a waiver. "Currently, the city code has no waiver process, and this creates a waiver," City Attorney Eric Stack said.
The council approved Christopher Burke Engineering’s proposal for the 2025 road program; city staff said the work and related administrative costs are included in the fiscal year 2026 budget and that state project funding calls could provide 100% funding in some cases. The special‑use permit for a daycare at 2730 Sheridan Road was approved following staff presentation; the meeting record notes the application included approvals/recommendations from the Department of Children and Family Services (DCFS).
The additions of retail liquor licenses for the new Taurus Market at 41 Sheridan Road followed a recommendation from the Liquor Commission; council members said the market is a family-owned chain that expects to engage with the community.
