Zion council awards $4.28 million base bid for Twentieth Street storm improvements

The Zion City Council on July 1 approved awarding the base bid for the Twentieth Street storm improvement project, a multipart construction effort with a total base bid of $4,276,240.

City officials said the work includes a storm system upgrade and replacement of water and sanitary mains along sections of Twentieth Street. City staff reported the storm-system portion of the base bid totals $3,201,170; of that amount, $2,750,000 is grant-funded and will be reimbursed. The water and sanitary-main replacement portion was listed at approximately $1,075,070.

The project was presented by Director Ransom, who said construction is divided into phases and that staff recommend awarding the base bid. "Once the bids are approved, what's the timeline for starting to move dirt? We're looking late July, late in the construction pre‑time meeting, then we look late July, early August to get started," Director Ransom said.

Councilors moved and seconded the award (motion by Commissioner Fisher; second by Commissioner Stackhouse). The city clerk called the roll and the motion passed 5-0.

City materials attached to the agenda indicate the work covers Gideon Avenue from Twentieth Street to Northland and that the low bid was submitted as the "lowest responsible bidder" with the base bid figure recorded at the council meeting. City staff told the council that $2,750,000 of the storm portion is grant-funded and will be reimbursed; additional funding sources for the water and sanitary-main portion were described as to be provided but were not specified at the meeting.

The council did not set a final construction start date beyond the late July/early August window; staff said a construction pre‑work meeting would precede on‑site work. The council approved the award by roll-call vote.
