Evansville council approves up to $12M in bonds for Evansville Vanderburgh Public Library Red Bank project

The Evansville Common Council on July 14 adopted Resolution C 2025-22 authorizing the Evansville Vanderburgh Public Library (EVPL) to issue bonds for its next facilities project, specifically advancing work at the Red Bank branch.
Heather O'Grady, representing EVPL, told the council the library will start renovation work at the Oakland branch in about three weeks and that the Red Bank project will follow. She said the library's facilities master plan (2019–2021) contemplated the project and that recent land acquisition consolidated the Red Bank site so renovation or rebuilding can occur on-site. O'Grady stated the bond amount discussed was "up to $12,000,000" and that the library is still discussing whether the work will be a renovation or a rebuild based on design and cost.
O'Grady said Red Bank currently falls short of EVPL's regional branch standard of roughly 20,000 square feet and that the project would enlarge or reconfigure the facility to meet that standard. She also said the library intends to maintain the branch's location and that projects will be done "without increasing our bond interest redemption fund rate." The council voted and the resolution was adopted by recorded voice: nine ayes, zero nays.
O'Grady invited council members to a subsequent open house for the recently renovated North Park branch and said the library will continue to engage the council as the Red Bank project's scope and financing are finalized.
