On a motion to adopt revised wording for a ballot question tied to Ordinance ORD 25‑2, the council approved a version 2 language package prepared with city attorney review so that the ballot question more clearly explains what a "yes" and "no" vote would mean. "Ballot question wording must be very clear," one councilmember said during the brief discussion; the council adopted the resolution directing the clerk to notify the county auditor to place the question on the ballot.
The council also suspended rules to adopt a resolution honoring community partners and recognizing National Gun Violence Awareness Month in June. Councilmembers praised the Office of Neighborhood Safety and local community groups that appeared at the earlier Public Safety Committee meeting.
Another suspension of the rules allowed the council to adopt a resolution recognizing the United Hmong Family Corporation and proclaiming the weekend as the Hmong International Freedom Festival days; councilmembers encouraged attendance at the weekend festival at McMurray Fields.
The council approved several event sound‑level variance applications after brief public hearing closures: the Saint Paul Saints' Rock the Fourth amplified sound permit at CHS Field on July 4; a sound variance for Rondo Avenue, Inc.'s event at Martin Luther King Recreation Center; a variance for Al Burrito Mercado patio events; and a variance for Chicano Fest at 235 Marshall Avenue. All event approvals were adopted with recorded tallies of seven in favor and none opposed.
The council closed multiple public hearings and laid over the first‑reading garbage fee ordinance for RDUs to July 9 for final adoption.
All the listed consent and legislative hearing items brought before the council during that portion of the meeting were adopted as presented or laid over according to staff recommendations.
