Council adopts zoning change to create commercial development district at 1624–1626 White Bear Ave N

The St. Paul City Council voted to adopt Ordinance 25‑36, amending the city code appendix to create an additional commercial development district at 1624–1626 White Bear Avenue North.

Councilmember Yang, who moved approval, said the proposal fits the business corridor and noted the applicants had provided a safety plan addressing neighborhood concerns. "I appreciate all the testimonies that we got," Yang said, adding that business owners submitted a memo describing security measures and that the establishment has a strong community reputation.

Several councilmembers supported the change as a way to help businesses in distress expand revenue opportunities. Councilmember Provodzinski said the proposal was a proactive way to support small businesses that are struggling, and described it as "one of the ways we can be more proactive" in supporting economic recovery. Councilmember Emily Johnson thanked the applicants for following up with district councils and neighborhood groups and for providing a memo with safety plans.

The ordinance was presented for final adoption after a public hearing held in the ward. Councilmembers noted that safety and hours changes can require adequate planning and security measures; applicants had provided those assurances. The council adopted the ordinance by a vote of seven in favor, none opposed.

Ordinance 25‑36 amends the legislative code appendix under charter section 17.07.1 and section 409.20 to create the new commercial development district for the address listed. The council recorded the final adoption and closed the item.
