Council member Carol introduced a proposal to develop a Vero Beach code of conduct for council members to clarify ethical standards, expected behavior and onboarding for new officeholders.
Carol said she reviewed dozens of municipal codes and drafted a short list of recommended items attached to the meeting agenda, and she asked colleagues to contribute language so the city could produce a concise, locally tailored document that council members would review and sign annually. "A modern code of conduct will draw citizens into public service," she said, and emphasized the document should be brief and practical rather than lengthy.
Vice Mayor Moore and other council members said they support a short, bulletized onboarding packet and noted the city already has multiple documents that cover many of the points, including resolutions from 2017 and 2019 and a social media policy adopted in February 2019. Several members described the proposal as useful for new councilors and for consolidating guidance that currently exists across separate documents.
Council member Carroll and others volunteered to assist with drafting. No formal action or vote was taken; the sponsor will compile council feedback and return a draft for council review.
The discussion took place during the city‑business portion of the agenda and did not change any existing ordinance or resolution.
