LCCMR staff member Michael Varian presented the three work plans that staff deemed ready for approval after reasonable changes from the original proposals. Two contingencies were noted in staff materials: one project (line 4, project 2025-176, "evaluating native seed mixes for grazing") required a fiscal-management plan before spending could begin; staff later reported that contingency had been cleared. A second project (line 5, project 2025-301, "science center supporting Northern Boys and Girls Clubs") included $175,000 identified for purchase or lease of two vehicles and four cargo trailers; the work plan included additional justification and a vehicle cost comparison that staff had requested.
Commissioner Faber moved to approve the consent agenda (lines 3 through 5) subject to the notes and contingencies on the spreadsheet; the motion carried on roll call: 13 yes, 2 no.
Why it matters: approving work plans allows grantees to move into implementation and initiate reimbursement requests once grant agreements are executed and contingencies satisfied. The vehicle and fiscal-management contingencies show staff oversight intended to ensure proper use of ENRTF dollars.
