Council approves budgets, claims, and routine business in unanimous votes

- Ordinance 14‑13: 2026 town budget covering the general fund, several debt funds, fire and police pensions, local road and street fund, motor vehicle highway, storm sewer and cumulative capital development fund; staff reported adopted budgets for these funds totaling $18,352,118 and additional home‑ruled funds totaling $2,980,779.
- Ordinance 14‑14: 2026 school budget (five school funds including referendum, rainy day, debt service, education and operations); staff reported an adopted budget figure of roughly $40,631,000.
- Ordinance 14‑15: Speedway Public Library 2026 budget totaling $1,706,744 across three funds (one of the funds had an adopted budget; two were zeroed for planning purposes).
- Ordinance 14‑16: Speedway Public Transportation 2026 budget totaling $446,066.
- Approval of bond‑issuance and contractual items related to parks and bond financing (see separate article).
- Settlement with Liberty Mutual for claim AB413‑433569 for a totaled 2020 Ford Explorer (police vehicle). Staff reported an insured valuation of $19,386 and a net payment to the town of $16,236 after the tow bill and deductible; council authorized the settlement 5-0.
- Approval of claims and utility adjustments: claims covering Sept. 4–17 totaled $2,332,965.72 across 15 pages; adjustments affected 16 customers, largely driven by a timing/payment processor issue involving Wayne Township accounts. Council approved the claims and adjustments 5-0.
Earlier procedural items such as approval of minutes and memorandum of the administrative session were also approved unanimously.
Councilors indicated there had been public hearings held on these budgets at the Sept. 8 meeting and that the second‑reading votes tonight followed required notice periods.
