Genola council approves public works design contract, subdivision changes, court interlocal and $5,000 recreation grant

The Genola Town Council voted to approve a series of administrative and capital-related items, including the selection of an architect for a proposed public works building, changes to the subdivision ordinance affecting cul-de-sacs, an updated interlocal judicial services agreement with Santaquin, and a $5,000 recreational grant from Utah County.

The council opened by approving the minutes for the June 18, 2025 meeting and the town's expenditures for the prior 30 days, which totaled $71,006.67. Both items were approved by voice vote.

The council awarded the request for proposals for design work on a new public works building to WPA (WPA Architecture/Engineering), selecting the firm over three other respondents. Council members noted a range of proposals (roughly $53,000 to $94,000 in design fees) and cited WPA's prior work on comparable public works buildings and its explicit plan to bring a septic-system expert into the team as reasons for the choice. Council members also discussed touring the Santaquin public works facility as a reference site before finalizing design details. The RFP approval was made by motion and passed by voice vote.

On land-use policy, the council adopted ordinance 2025-07, amending chapter 8 of the subdivision ordinance. The amendment increases the cul-de-sac diameter from 110 to 125 feet in the standard under discussion, clarifies how lot frontage is measured for lots at the end of cul-de-sacs (frontage set at 165 feet where specified), and removes references to the development review committee because those duties are covered elsewhere. Council members and staff said the change was intended to preserve emergency-vehicle maneuverability while clarifying frontage calculations for developers; the ordinance was approved by motion.

The council also approved resolution 2025-13 to adopt a revised interlocal agreement (agreement 2025-08) with Santaquin for judicial administration covering court services and judge assignment, and resolution 2025-14 to accept a $5,000 recreational grant from Utah County (agreement 2025-09). Staff said the county grant agreement was a straightforward award with minimal conditions. Both resolutions passed by voice vote.
