The Angola City Plan Commission voted Sept. 8 to conditionally approve a development plan for a roughly 5,320-square-foot addition to an existing commercial building at 1040 East U.S. Highway 20 in the city’s extraterritorial jurisdiction, with approval conditioned on addressing plan-review comments and recording a parcel combination.
Staff described case 2025PC09002 as a development-plan application submitted by Taylor Land Surveying Inc. on behalf of owner Pigeon Lake Holdings LLC. The project would add a 50-by-100-foot expansion connected to the existing building by a 10-by-32-foot breezeway and create a new drive designed to allow semitrailer deliveries and turnarounds. Staff said the proposed drive will be constructed of a porous material previously approved by the Board of Zoning Appeals and that the property consists of two parcels that will be combined before construction begins. A public notice appeared in the Herald Republican on Aug. 29; six property owners within 300 feet were mailed notice on Aug. 28. No public comments were received.
Alex, representing Taylor Land Surveying, summarized the applicant’s goals as creating more interior space and improving truck access, saying the addition is intended to “keep it local and, create another site somewhere else.” Staff recommended conditional approval, and the commission adopted findings of fact that the plan is consistent with the City of Angola comprehensive plan and with the applicable development standards provided plan-review comments are addressed.
The commission’s motion to approve was made with the explicit conditions that (1) all plan-review and routing comments be adequately addressed to staff satisfaction and (2) the parcel combination be recorded. The motion passed by voice vote. The applicant must return evidence of the recorded parcel combination and demonstrate that departmental review comments have been satisfied before receiving final development plan approval.
