Todd County consolidates assistant county attorney job classes and approves return of Christopher Matthews

The Todd County Board of Commissioners on July 15 approved a county attorney proposal to eliminate two assistant county attorney job descriptions (ACA 1 and ACA 3) and consolidate them into a single Assistant County Attorney classification. Commissioners also approved administrative title changes for current employees and the hiring of Christopher (Chris) Matthews as an Assistant County Attorney, with a start date of Aug. 11, 2025.
County Attorney (presenting) told the board the separate ACA 1 and ACA 3 descriptions were historically used to provide higher pay to a senior attorney without changing duties. The office recommended removing the distinction because assistant county attorneys are performing the same duties and a unified job class matches a new salary scale already approved by the board.
The board asked for the human resources paperwork to be wrapped into a single Board Action Form to effect the title changes for named employees; staff confirmed that Jane Gustafson, Chris Brigman and Alexandra Meyer would move to the standardized Assistant County Attorney title and that pay grades already matched the consolidated classification.
Commissioners then approved hiring Christopher Matthews, who previously left county service and later applied to return under the new salary scale. County Attorney: “it is with all the happiness and joy that I could possibly express that I asked the board to approve hiring Chris Matthews ... starting Monday, August 11.” The board voted to approve the hire; commissioners said the decision would help reduce a long backlog of work in the county attorney’s office.
Ending: Human Resources will update titles and process the new hire; the county attorney said the fully staffed office will allow the office to address outstanding caseload and nuisance property matters more quickly.
