County approves WebMed agreement to provide out‑of‑county targeted case management for one client

Rice County approved an agreement to contract with WebMed to provide adult mental health targeted case management (AMH TCM) for a Rice County individual who currently lives in Duluth.
Presenters from Adult Services said the person has been intermittently served by Rice County since 2019 and has requested a local case manager closer to where he lives. County staff contacted St. Louis County about transferring the county of financial responsibility, but that county was not willing to assume responsibility; staff then arranged for WebMed, the vendor used by St. Louis County, to provide AMH TCM locally. County staff told the board WebMed will bill Rice County $4.62 per unit only when the person’s medical insurance does not cover TCM; presenters noted the current typical TCM rate is $5.47.
Megan Thomas explained county rules for county of financial responsibility and said clients can be served statewide by the county that holds financial responsibility; transfer of responsibility requires a person to reside in the receiving county for two full calendar months and meet other conditions.
The board approved the agreement by voice vote.
Motion: approve agreement with WebMed to provide AMH targeted case management for the named individual, with a backup billing rate of $4.62 per unit when insurance does not cover services.
