Committee holds interviews for watershed and workforce boards and debates supermajority term rule for advisory appointments

Hennepin County held interviews on June 24 for appointments to the Riley Purgatory Bluff Creek Watershed District Board of Managers and the Hennepin-Carver Workforce Development Board, and commissioners opened a broader discussion about the county’s community-advisory-board appointment process.
Candidates who spoke during the session included watershed applicants Brianne Bongard, Tom Veil, Leslie Stoverink and David Zigler; and workforce-board applicants Chelsea Rognos, Amanda Rush and Julio Vargas Essex. Applicants outlined qualifications ranging from environmental restoration and watershed mitigation experience to workforce-development program management, higher-education partnerships and corporate training work.
Beyond the interviews, Commissioner Edelson raised concerns about a county practice that requires a supermajority vote to reappoint members for more than three terms. Edelson argued the supermajority rule can reduce turnover and limit opportunities for new applicants; other commissioners asked staff whether the rule was statutory or policy-based. County administration confirmed a written policy governs community advisory board appointments and offered to provide a memo and the underlying documents so the board could discuss potential amendments.
On a procedural vote, the committee moved the appointment items (2a and 2b on the committee agenda) to the July 8 full board meeting to allow more time for consideration; the motion carried.
