The Kanarraville Town Board spent the bulk of its July 10 meeting reviewing a proposed revision to commercial zoning rules and whether to restore conditional-use permits for certain commercial activities.
Board members and planning staff discussed why the town removed conditional-use permits in a prior revision and why some planning advisers now recommend restoring them as a tool to manage uses such as RV parks, storage units, tiny homes/glamping and wedding venues.
The discussion matters because conditional-use permits allow the town to attach conditions (for example, limits on duration of stay, parking and site design) and require annual renewal, which provides a built-in opportunity for review and enforcement. Several board members said the town currently lacks routine code-enforcement capacity, and returning to conditional uses would create a review moment each year to ensure operators comply with permit terms.
Speakers repeatedly raised practical questions: how a conditional-use permit affects property transfers, whether an older conditional permit remains in effect for a new owner, and how to describe and define gray-area uses (for example, defining “tiny home,” “recreational vehicle” and “parking lot with amenities”). Planning staff said the draft conditional-use language currently states those permits are not transferable but can be amended; the board discussed whether to allow transfers subject to planning-and-zoning approval.
Board members debated specific categories on the draft list. Several favored keeping hotels/motels and smaller retail uses as permitted uses under design review, while making RV parks, storage units and wedding venues “yes with conditional use.” Members said design-review requirements (landscaping, off-street parking and site design) would still apply where a use is listed as permitted and tied to design review. Planning staff noted the draft also aligns permitted uses with the town’s general plan and the existing design-review chapter.
Several property owners and long-time residents who spoke during the discussion emphasized past practices at local sites called out in the meeting — including Red Ledge and Bridal Lodge — and asked for clarity about how any changes would affect existing operations and potential sales. Planning staff recommended approaching those property owners to “start fresh” with updated permit terms so both owners and the town understand expectations going forward.
For next steps the board directed staff to revise the commercial-use list, add clearer descriptions/definitions for items such as tiny homes, RVs and “amenities,” and to circulate the updated draft for another review. Planning staff said they would prepare the ordinance language and — if the board is ready — calendar a public hearing in August. Board members also agreed to coordinate with the planning-and-zoning commission so both bodies review the same language before the hearing.
No formal vote to adopt ordinance language occurred at the meeting; the board framed the item as committee review and directed staff to bring a revised draft back for final consideration and a public hearing.
