Staff recommended denial, citing stormwater and neighborhood compatibility concerns. Applicant Philip Stockman said the lot is irregular, constrained by existing utility easements and a power pole, and argued the modest reduction (to a 5‑foot rear setback and a pool approximately 13'×23') is low impact and allows the family meaningful outdoor space without expanding the house.
