One board member said the ARB has long been involved in preserving and improving the character of the Palafox Historic Business District and suggested the board discuss the city’s streetscape proposal so members could provide a collective, recorded perspective. “Eliminating parking from a district which is explicitly commercial is a step beyond what the historical paradigm that caused it to be successful,” the board member said, arguing the board could offer helpful comments to city staff and the Community Redevelopment Agency (CRA).
Planning staff said the ARB could discuss the matters and that staff would “run that up the flagpole” with other departments and the CRA to determine how best to facilitate an informational presentation. Staff noted that the ARB’s jurisdiction is property and design review, but that the board could still provide comments to other city departments.
On the Hollis D. Williams Park proposal, a board member said the current plans may further interrupt the historic street grid that was previously damaged by an interstate spur and that the board should consider whether proposed park layouts unintentionally create a suburban-style park rather than an urban park that connects to streets. The member suggested inviting CRA or project staff to present visioning plans so the ARB could discuss potential impacts on adjacent historic districts.
The board did not take a formal vote on either item; members directed staff to pursue opportunities to have the items placed on a future agenda for informational discussion and possible written comments.
