On stormwater, Cindy told the commission that the city wrote off nearly $1.5 million in receivables tied to school boards after receiving a ruling that the school boards are not required to pay stormwater fees; the write‑off reduced stormwater fund receipts compared with the prior year.
Cindy also reported market‑driven pension changes: a roughly $352,000 loss in the police pension compared with a prior year gain and a roughly $422,000 loss in the fire pension. She explained the city uses an actuary that smooths gains and losses over 10 years to avoid dramatic year‑to‑year swings.
On procurement, commissioners raised concerns about increasing numbers of agenda items requesting commission approval for purchase orders that exceed the $50,000 purchasing policy threshold. Speakers referenced an Attorney General ruling tying local thresholds to what peer municipalities use; Cindy and staff advised caution about unilateral changes but agreed to research whether administrative approaches (for example, allowing change orders up to a higher threshold once an item is approved) or jurisdictional benchmarking could reduce staff time spent preparing agenda memos.
Commissioners asked staff to develop repayment policy options for Mayfair proceeds (for example, whether operating surpluses should repay the general fund balance used for construction) and to return with a recommendation on procurement threshold or administrative relief to reduce repetitive agenda items.
