Porterville advances Sportsplex, community center and park projects; library plan remains pending

Library and property swap: The library project remains in holding while the city awaits a settlement figure and final direction on funding. Staff said a Section 108 (CDBG) loan proceeds have to be used for CDBG‑eligible activities; staff and community development representatives said roughly $1 million from Section 108 is expected to be available to support park or sports projects tied to the city’s low‑to‑moderate‑income service area.
