Board continues citywide budget items to July 15 after technical amendments

Madam Clerk noted that under City Charter section 9.1(b) the board cannot adopt the budget earlier than July 15 or later than Aug. 1, and that the package must return to the board for final action. Supervisor Connie Chan said she would introduce two technical amendments to the Board of Supervisors budget spending plan: one to substitute budget and legislative analyst recommendations that reduce funding for the Department of Children, Youth and Their Families and a second that updates language describing a line item from "D6 and D11" to "community stabilization and cultural development." Chan moved the amendments and the motion to continue; Supervisor Dorsey seconded the continuation motion.
The clerk called the roll on the motion to continue items 3 through 34 (as amended) to July 15; the vote was 11 ayes, 0 noes. President Mandelmann announced the items would be continued to 07/15/2025.
The items continued include the budget and appropriation ordinance for fiscal years ending June 30, 2026 and June 30, 2027; numerous administrative‑code and planning code amendments; grant acceptances and appropriations; and several resolutions and ordinances that implement programmatic changes. The clerk and staff summarized key line items during the introduction, including a public defender grant of $3,400,000 for immigration defense expansion and an authorization for up to approximately $1,000,000,000 in water revenue bonds to finance capital and Hetch Hetchy projects; staff emphasized that final adoption must comply with the charter and administrative code timing.
Supervisor Chan said the amendments were technical and intended to align the spending plan with analyst recommendations and to clarify program language before final adoption. The board did not make final votes on the underlying ordinances or the budget itself and will take up final adoption on or after July 15, consistent with the charter.
