Commission advances multiple Charter Review recommendations, prioritizes six as high priority

The Town Commission reviewed recommendations from the Charter Review Committee (CRC) and voted on prioritizing a set of proposed charter amendments for possible placement on a future ballot.
Commissioners worked through a lengthy list of suggested changes and identified six items to be treated as high priority. Those high-priority topics included updates to language that would make gendered references gender-neutral, clarification of residency requirements for elected officials, adjustments to term limits language, and a proposal addressing signature authority in the event the mayor is unavailable. Several other recommendations were placed at low priority or deferred for further drafting and legal review.
During the meeting commissioners debated a number of substantive proposals. One proposed amendment that would have changed the commission’s supervisory role over the town clerk — effectively transferring more hiring/removal authority to the commission — drew significant objection from several commissioners and at least one citizen speaker, and was not advanced as a high-priority item.
Commissioners also discussed logistics for putting charter amendments on a municipal ballot, including cost-per-page and timing. Town staff said the municipal clerk would share printing and placement cost estimates before the commission set a final list for the ballot. The commission directed staff to gather cost estimates and return with a prioritized packet; commissioners said they expected to winnow the list based on cost and legal advice before finalizing any ballot measure(s).
Several CRC recommendations were adopted as directions for staff to draft ballot language; a handful of other proposals were set aside or returned to the CRC for revision. Commissioners stressed the need to avoid overloading a single ballot with too many amendments and to explain any proposed changes clearly to voters.
No charter amendments were placed on a ballot at the meeting itself; the actions recorded focused on prioritization, drafting and sequencing so the town can meet statutory timelines and publish required explanatory material if the commission later moves to place measures before voters.
