Brown, the town’s fire chief, said the department currently fields 26 operations volunteers (17 certified firefighters and 8 support personnel). “We need to guarantee a quick response, 5 minutes or less,” he said, and the town’s recent data show the system is missing that benchmark most of the time.
The chief laid out response metrics and industry benchmarks. He cited NFPA 1710 (paid department standards) and NFPA 1720 (volunteer department standards) and noted the NFPA/OSHA “two-in/two-out” requirement that at least four certified firefighters be assembled before crews may undertake interior structural firefighting. Brown said NFPA guidance would require up to 16 firefighters to safely attack a typical two-story, 2,000-square-foot house fire in an idealized scenario and that the volunteer-oriented NFPA 1720 target of 15 certified personnel on scene within nine minutes is not achievable in Melbourne Beach most of the time.
Key statistics Brown presented for 2024 runs included: the town met recommended alarm-to-arrival timing about 21% of the time and dispatch-to-arrival timing about 20% of the time; the mean dispatch-to-arrival interval was about 7.8 minutes and the mean 9-1-1-call-to-arrival time about 11.8 minutes; and roughly 7.3% of calls lacked two certified firefighters on the initial apparatus.
