Town staff described draft language that would allow owner-occupants two options for satisfying life-safety requirements: a site inspection by code/fire staff or an affidavit and checklist reviewed by the code enforcement officer. The proposed change would not remove life-safety obligations; it would only provide an alternate compliance pathway for owner-occupied rentals.
The discussion addressed how to classify minor versus major violations. Staff proposed that minor violations be correctable within five business days and that failure to re-inspect within 30 days with a passing grade could lead to suspension of STR privileges. Major violations would remain conditions such as a blocked means of egress.
Commissioners asked staff to prepare a draft ordinance. Several commissioners said they preferred to finish the towns budget before taking final action, but others urged advancing the draft to a workshop so further detail could be examined. The commission directed the town attorney to draft proposed ordinance language and provide example language and options for the commission to review at the August meeting and workshop. No ordinance was adopted at the meeting; the matter will return as proposed language for consideration.
