Councilmember Matt Salter pulled the item from the consent calendar to ask whether hiring Mr. Kelly should be delayed while organizers gather signatures for a Friends of Ross Firehouse ballot initiative that could change site priorities. Town Manager Krista Johnson said the position is hourly and limited-duration; Mr. Kelly would be paid only for hours worked and could be assigned to other master-plan tasks (housing‑element obligations, undergrounding, telecommunications) if site priorities shift. Johnson also noted Mr. Kelly is a CalPERS retiree and does not depend on the town for full-time work.
After public comment (none online), the council voted to approve the hiring. The vote was recorded as 5–0 in favor.
Town staff will place Mr. Kelly under the town manager’s direction and issue a scope of work consistent with the facilities master plan, and will proceed with standard onboarding and contracting steps.
