Scranton council adopts road, parks and recycling contracts; HUD plan tabled for public hearing

At its June meeting the Scranton City Council approved a no-parking zone on Wyoming Avenue, awarded contracts for a stormwater project and recycling processing, and approved grant applications and plan revisions; the HUD 2025 consolidated plan was tabled for a public hearing July 29.
The Scranton City Council on June 24 adopted a series of ordinances, resolutions and contracts covering street parking, park stormwater work, a grant application for a schoolyard project and recycling processing while tabling the HUD 2025 consolidated plan for a public hearing.
The council voted unanimously to adopt an ordinance establishing a no-parking zone on State Route 3025 (Wyoming Avenue) to provide safe sight lines for a proposed driveway. Council members recorded “yes” votes during the roll call that followed committee recommendation.
The council also approved a resolution authorizing submission of a grant application to the Pennsylvania Department of Community and Economic Development’s Greenways, Trails and Recreation Program for up to $250,000 toward the Whittier Schoolyard project.
Council members voted to adopt a plan revision for new land development at 1230 North Kaiser Avenue.
The council awarded a contract to Rutledge Excavation to perform the Trips Park stormwater project and separately adopted a resolution waiving the city’s responsible contractor ordinance requirements for that procurement. Both actions were recommended by the public works committee and adopted by unanimous roll call.
The council approved a contract with May Waste Management of Pennsylvania, Inc., to perform recycling processing services for the city. Committee recommendation and a unanimous roll call followed.
A proposed ordinance authorizing the mayor to implement the HUD 2025 consolidated plan (item 5b) was introduced and then the council voted to table it. The item was tabled to allow for advertisement of and public comment at a public hearing scheduled for Tuesday, July 29, 2025, at 5:45 p.m.
A proposed contract with People Guru, Inc., for payroll processing services was placed on the table at council request pending additional answers to questions raised by council members.
