Sunset City Council unanimously approved payment of $29,054.33 to Workhorse Excavation on July 15 for work on the sprinkler vault at Central Park, council members said during a roll-call financial vote.
Council member Jason E. Thompson asked staff to explain discrepancies between pages of the contractor's application, noting earlier billings and a larger original contract total. Public-works staff explained the second pay request reflects work already completed; a remaining balance (approximately $30,000) will remain until final work is done and inspected, and a one-year hold or warranty period will apply before any residual retainage is released. Staff said a portion of the remaining work requires coordination with UDOT and cannot proceed until UDOT completes its section.
Council member Carlson moved the financial motion; Council member Smiley seconded. The council proceeded with a roll-call vote. Council members who recorded votes in the transcript were Carlson (yes), Thompson (yes), Smiley (yes), Wrigley (yes) and Bartley (yes); the motion carried unanimously.
Council discussion clarified that the payment covers the portion of the vault installed and that future payment requests will follow as the remaining work is completed and tested. Staff also noted a small percentage-of-work-complete entry on the pay application (6 percent in the packet) and explained earlier partial payments already made to the contractor.
The council did not amend contract terms at the meeting; it approved the requested payment and asked staff to continue coordinating with UDOT and to bring any future pay requests back for council approval.
