Staff reports: state grants for drainage, pool bat/wasp infestation and building repairs, fire-station ownership and upcoming audit

City staff presented multiple operational updates at the July 15 Milford City Council meeting, including a state contribution toward drainage infrastructure, pest and wildlife issues at the community pool building, and next administrative steps for the city’s audit and water-right obligations.
Drainage project: Staff announced on the public record that the State of Utah has approved a contribution of $51,850 toward a drainage project on 600 North to bring water across Highway 257, the main drainage channel for Milford. Staff said they are working on a cooperative agreement with Justin Christiansen and plan to place the agreement on the August agenda; the project remains contingent on securing needed easements.
Pool pest and bat issue: Staff described an ongoing wasp infestation at the swimming pool where ground-burrowing wasps are nesting in trees adjacent to the pool. Staff said they reached out to Vision Pest Control and USU Extension (Mark Nelson) to evaluate spraying options, which may require school-district permission because nests are partly on school property. Separately, staff reported that bats have moved into the pool building attic; because bats are protected, staff said the city cannot seal entry points while bats are present. The recommendation on the record was to plan for a post-season remediation: conduct an expert assessment, schedule a disaster cleanup to remove guano once bats leave (late August/September), replace the roof, then seal the building before bats return in spring.
Fire station and reserves: Staff noted that Milford is now majority owner of the fire-station building. Staff said budgeted reserve funds could be used for improvements (doors, asphalt and container relocation) but that council approval will be required for each line item.
Other administrative items: Staff reported the fiscal-year 2025 audit will begin the week of Aug. 18 and that a water right requires proofing or an extension; staff will consult with the city attorney. Staff also reported Industrial Park Road Phase 1 is complete and the city will pursue a Phase 2 grant window opening in July with an Oct. application deadline; staff plans to negotiate easements and drainage rights with nearby property owners as the project proceeds.
Council and staff discussed procedural next steps, contractor and mitigation-company engagement for the pool building issue, and timing for the audit and drainage cooperative agreement.
