Council accepts low bids for Milford Public Library remodel; interior paint, flooring, lighting and concrete awarded

City staff opened sealed and emailed bids for five line items: interior painting, exterior painting for handrails and building lettering, flooring, concrete, and general lighting (replacement of can and fluorescent fixtures with LED plus hanging pendants). The council accepted the staff recommendation to award contracts to the low bidders where appropriate.
Bids and staff recommendations recorded during the meeting included:
- Interior painting: GNS Prime Painting LLC (Orem) — $8,990 (low bid). - Exterior handrails and building lettering paint: GNS Prime Painting LLC — $1,500 (low bid). - Flooring: Pioneer Flooring — $8,888.31 (low bid; staff to verify specification fit). - Concrete (walkway/strip adjacent to retaining wall and north side): Florence General Contracting — $4,032 (only bidder for concrete). - General lighting (LED replacement and hanging pendants): Florence General Contracting — $3,104.50 (only bidder for lighting); the city will purchase specified pendant fixtures directly and provide them to the electrician.
During the bid opening staff said the library board and staff selected paint colors and pendant designs; the city expects work to be completed by Oct. 15. The project timeline discussed includes using an inmate crew in August to move shelving and coordinate phased work so the library can remain open during portions of the remodel.
A motion by Councilmember Scott, seconded by Councilmember Ian, approved the low bids as presented. Council members voted by voice; the mayor declared the motion carried. Staff said the city will issue purchase orders and notify awardees and will double-check bid specifications and licensing documents before execution.
Council members discussed logistics including coordinating baseboard and flooring sequences, timing with inmate crews and contractor schedules, and contingency plans if inmate availability changes. Staff noted most line-item bid amounts fell below original library-board estimates.
