Council voted to accept the apparent low bidders and directed staff to issue purchase orders.
Bids (as read into the record by city staff) included: - Interior painting: GNS Prime Painting LLC (Orem) $8,990; American Made Painting $17,900; Florence General Contractors $20,048. - Exterior painting (handrails and lettering): GNS Prime Painting $1,500; American Made Painting $1,740; Florence General Contractors $1,949.80. - Flooring: Pioneer Flooring $8,888.31 (low); Legacy Flooring Center $11,113.63. - Concrete (between retaining wall and parking lot and north side of building): Florence General Contracting $4,032 (only concrete bidder recorded). - General lighting (replace can and fluorescent with LED, hang pendant fixtures): Florence General Contracting $3,104.50 (staff noted the city will purchase pendant fixtures directly).
Staff noted the bid documents required proof of licensing and references and that staff would verify those items before issuing awards. The city’s local-bid preference applies only when a local bidder is within 5% of the lowest responsible bid; staff’s quick calculation indicated the local-preference threshold did not apply to the low bids in this solicitation.
Council member Scott moved and Ian seconded a motion to approve the low bidders as presented; the motion carried by voice vote. Staff said purchase orders would be issued and contractors notified. Staff also described a planned construction sequence that would keep the library open during remodel work: use of an inmate crew in August to shift shelving and books, staged painting and flooring work, and coordination with school schedules and summer programs.
Council members asked staff to confirm baseboard and flooring sequencing with the awarded flooring contractor to avoid delays between flooring and trim installation.
