Council adopts administrative code enforcement ordinance

The Fairfield Town Council on July 16 approved Ordinance 2025-14 amending Chapter 1.15 of the town code to establish an administrative code enforcement process and repeal conflicting sections.
Council discussion focused on process questions. Councilmember Ariel asked whether complainant identities would be disclosed under the Government Records and Management Act (GRAMA); town legal staff said disclosure depends on statutory exceptions and that the code should not promise nondisclosure in all cases. Staff and councilmembers agreed it is preferable for complaints to be submitted in writing to create a record for investigations and enforcement. The council also discussed how the ordinance treats preexisting (nonconforming) uses and confirmed that legally established uses that become nonconforming under a new rule typically remain eligible to continue as legal nonconforming uses unless altered in ways that violate the new code.
After a brief discussion the council moved and seconded approval of Ordinance 2025-14; members voted affirmatively as recorded in the meeting transcript.
