The Planning Commission recommended that city council adopt an ordinance allowing the planning commission to accept financial guarantees for off‑site improvements associated with site plans.
Staff explained that large developments sometimes require substantial off‑site work (for example, lane widening or signal installation). Currently the city accepts financial guarantees for on‑site subdivision improvements, but staff said there is no explicit ordinance authority to accept guarantees for off‑site improvements tied to site plans. The proposed change would allow the planning commission to accept, hold and release financial guarantees for off‑site site plan improvements in the same manner used for subdivisions.
Staff said planners in neighboring jurisdictions have looked at similar approaches. The commission voted to recommend forwarding the proposed ordinance change to council with city attorney review and the standard three readings process.
