Council approves amendment limiting county services to legal support for High Valley Transit

Summit County Council approved a third amendment to the interlocal cooperation agreement with High Valley Transit on July 16 that narrows county-provided services to legal representation only and sets an hourly rate for attorneys.
Caroline Rodriguez, executive director of High Valley Transit, told the council the High Valley Transit board had already executed the amendment. Rodriguez said the amendment replaces section 14 of the prior interlocal agreement so that "the only services provided to High Valley Transit by Summit County are for legal services. The rate that has been negotiated is $350 an hour, by any attorney in the attorney's office, and that is for, High Valley Transit District business only." The amendment specifies the county will not bill High Valley Transit for joint county/transit matters.
Council members asked clarifying questions about the rate; one member noted possible transcription confusion in a comment about decimals, but Caroline confirmed the negotiated rate. The council moved and seconded the amendment and approved it by a unanimous voice vote. The action authorizes county staff to implement billing under the amended interlocal agreement for legal services provided to High Valley Transit.
