On a motion made and seconded during the meeting, Commissioner Williams moved to approve the May 16, 2025 minutes; Commissioner Singh seconded. The clerk called the roll: Williams, aye; Singh, aye; Commissioner Jackie Fielder, aye. The minutes were approved without objection.
Later the commission moved to continue the executive officer recruitment to the September meeting. The motion to continue the item passed on a roll call that recorded Williams, aye; Singh, aye; Fielder, aye (three ayes).
Acting executive officer College Samurai gave a brief budget update: LAFCO requested $408,630 in the prior budget cycle and the department received $409,397, a $767 increase that staff said reflects annual salary and fringe updates that are finalized after LAFCO adopts its budget in May. Staff said no further budget adoption is required.
On studies, LAFCO closed its Midtown Park Apartments study after a final meeting on April 19. College Samurai said the Mayor’s Office and Midtown project staff committed to provide a written no‑displacement and right‑of‑return memo to residents and to share regular updates on construction and upgrades. Staff said there will be no further LAFCO updates on Midtown unless the commission requests additional work. Commissioners asked whether the right to return is time‑limited; staff said the commitments were described as allowing current residents to return after temporary moves for renovation, and that some renovations could take up to a year.
Staff also updated the commission on the municipal housing agency study: LAFCO issued two RFPs in the previous cycle but made no contract award; staff said a third RFP will be issued this fall with tighter scope language informed by a Budget and Legislative Analyst report. Commissioner Richard Singh noted state activity under Senate Bill 555 and that state work may overlap with the local study; staff said the third RFP will analyze both state‑action and San Francisco‑only scenarios.
No additional public comment or action was taken on these administrative items at the meeting.
