SFPUC ends MOU with LAFCO; two planned studies will not proceed under the agreement

The San Francisco Public Utilities Commission terminated a memorandum of understanding with the Local Agency Formation Commission effective June 30, LAFCO staff said at the July 10 meeting.
Acting LAFCO executive officer College Samurai told the commission that SFPUC sent a memo on Feb. 21 informing LAFCO that SFPUC did not plan to carry forward remaining MOU funds into the new fiscal year. “The MOU officially ended on June 30,” College Samurai said. He described two studies that will no longer move forward under the MOU: an equitable natural‑gas decommissioning study and a Green Bank financing study that would have examined how a San Francisco Green Bank could benefit Clean Power SF ratepayers.
Commissioner Williams asked staff to “break down the implications” of the termination. College Samurai said the two studies were the primary work items under the MOU and that they will not be completed using SFPUC funding. He added that he had discussed natural‑gas decommissioning with SFPUC General Manager Dennis Herrera and that other pathways remain for pursuing a Green Bank and related analyses, including possible actions before the Board of Supervisors and in the upcoming Climate Action Plan.
LAFCO did not take formal action on the termination; SFPUC will continue to include updates on natural‑gas decommissioning in its regular reports to the commission, College Samurai said.
