The Planning Commission approved the site plan for the proposed fuel and convenience store at the intersection of Peabine Road, Chestnut Hill and East First Street (the site of the Chestnut Hill Winery), but required that the certificate of occupancy (CO) be withheld until off‑site traffic improvements are complete or the developer provides a financial guarantee.
Staff described the development as a new convenience store with diesel, reporting a building footprint figure stated in the application and plan, approximately 50 parking spaces, eight fueling positions and six large truck diesel pumps located at the rear of the property. Because the development will increase traffic at the intersection, the city required and received a traffic study; staff summarized off‑site improvements including lane adjustments, lane widening on Peabine, Chestnut Hill and East First Street and installation of a traffic signal at the intersection.
Staff recommended approval of the site plan but said the CO should be withheld until off‑site improvements are completed or appropriate financial guarantees are provided. Developer representatives Melissa Clark and Tiffany Walker of Waggles (company name given in the meeting) attended and described a 120‑day waiting period after closing to allow the existing winery to cease operations, and said they intend to construct the site and the off‑site improvements simultaneously. They said the store will include an expanded deli/food offering and that the company has existing stores in Crossville and operations across the state; a company representative named Doug Yarber was identified as president and CEO.
Commissioners discussed timing and permitting with TDOT and local lane improvements. The commission approved the site plan by voice vote with the CO withholding condition recorded.
