Staff described the proposal as 12 duplexes (24 units) with a 560‑foot paved driveway, a cul‑de‑sac, water and sewer lines, and two stormwater detention ponds. Because Genesis Road is a state highway, a Tennessee Department of Transportation (TDOT) driveway permit is required. Staff recommended approval contingent on TDOT and stormwater permits and either installation of the sewer line along Genesis Road or the developer providing a financial guarantee for that line. Staff noted the sewer line had been approved by council at a prior meeting for the purpose of this development.
The fire department had reviewed the driveway and turnaround and provided conditional approval. The commission voted by voice to approve the site plan with the stated contingencies.
