Jurupa Valley adopts three‑year Economic Development Strategic Plan

The City Council adopted the City of Jurupa Valley Economic Development Strategic Plan 2025–2028 by majority vote Thursday, endorsing a three‑year roadmap to support local businesses, workforce training and corridor revitalization.

Consultant Jim Simon of RSG presented the plan after an 11‑month community engagement process that included stakeholder interviews, a bilingual public survey (more than 300 responses), business outreach and a community workshop. The document identifies six strategic goals: workforce development, entrepreneurship support, financial access for businesses, public‑safety and corridor revitalization, community pride/engagement, and a small‑business retention program.

Simon said the plan was designed to be practical and measurable, with performance indicators for each initiative and an implementation appendix listing potential partner agencies, training providers and grant sources. The plan emphasizes bilingual outreach and equity‑focused programs (training and entrepreneurship assistance in English and Spanish), and recommends partnerships with small business technical‑assistance providers and regional workforce agencies.

City staff told the council an internal “We Are All Economic Developers” workshop with department heads has begun integrating plan priorities into city operations and cross‑department responsibilities. The consultant said many implementation steps will be delivered through partnerships rather than new long‑term city programs; staff will pursue prioritized actions, coordinate regional partners and report progress.

Council members thanked staff and the consultant for the community outreach and adopted the plan by vote. The resolution approves the strategy and directs staff to begin implementing near‑term actions and returning with updates.
